Building Our Future Together: LVC and ANSCAP Collaboration
The Lucasville Vision Committee (LVC) is proud to be working in partnership with the African Nova Scotian Community Action Plan (ANSCAP) to ensure that the future of Lucasville reflects the needs, values, and voice of its residents.
ANSCAP, which was unanimously passed by Halifax Regional Council in September 2024, provides a framework for supporting African Nova Scotian communities through more inclusive planning, protection of cultural heritage, and community-led development. As one of Nova Scotia’s historic Black communities, Lucasville is directly aligned with ANSCAP’s goals and LVC is actively ensuring that our local priorities are recognized and respected.
Through this partnership, LVC is:
Reviewing land-use bylaws to reflect homestead-focused development while opposing developments, like apartment buildings, that threaten the cultural fabric of Lucasville.
Identifying and mapping heritage assets, including landmarks, spaces, and stories that form the backbone of our history.
Creating opportunities for public participation so that all residents have a voice in shaping the future of the community.
Ensuring that all new development proposals within Lucasville are reviewed in light of the ANSCAP mandate and brought to the community for feedback before approval.
This collaboration is an important step forward. It gives our community a stronger seat at the table and ensures that decisions about development and land use reflect over 200 years of heritage, not just short-term interests.
We are excited about the road ahead and grateful to everyone standing with us to protect and uplift Lucasville.
